2001 Jeep Grand Cherokee Tail Lights Not Working

I have a problem on my 2004 jeep grand cherokee.

We checked to make sure the brake lights were working in the daytime and they were but we turned the lights on and they would not. When circuit tested the circuits are clear and active.
